On the Home Office Website it says 70 working days but is there a maximum time limit or do they just please themselves?!

It can take many months, unfortunately. They started charging good amount of money to process each application a few years ago, and the reason for that was to deal with them as quickly and effectively as possible. However it doesn't seem like it's happening. So your friend has to be very patient. You can check Home Office's website to see applications submitted in what month is being dealt at the moment to have an idea how long it may take.
