Well this is an interesting question. To give an answer I need to remind you what the old Celtic tribes of Europe used to believe. The believed that on the last night summer 31st Oct the ghosts would be on the prowl and they would be out to trick you. So they would leave out food as a treat to the ghosts to bribe them into not tricking them. Trick or treat you see.
They along comes Christianity. The church (Catholic as it was the only one back then) wishes to celebrate certain things at certain times of the year. To Pray for the dead was and is a very christian thing going back to just after the times of Jesus as it is written on the catacombs of the period.....here lies xxx pray for us st Paul or whatever. The idea being that of the Communion of saints that death does not now separate us.
So what better time to do this than the old ghost period of the pagans.
So all souls day is celebrated on the 31st Oct. the day the church prays especially for the dead. The next day is a celebration or a feast day called all saints day. A celebration of the dead being the saints in heaven. So the 1st November is called also known as all hallows (the hallowed ones). The eve of all hallows is therefore Halloween.
So what you have is a mix of culture.
Should Christians really dress as the devil. NO WAY. Should they trick or treat (remember their dead) Yes but probably not in the way the kids do now.

True Christians have nothing to do with Halloween or any other pagan holiday.
Some who profess Christianity don't mind taking part in the Satanism of Halloween. My ex-neighbor sees no conflict in dressing up his front yard as a mock cemetery at Halloween and then put up Christmas lights for the next holiday. They just don't get it.

Its always scared me that people let thier kids dress up as satan. I dressed up for haloween, but i would never dress as the devil. Its jsut wrong. Even if you say its all in good fun, i dont think thats funny.

Halloween is pretty much a day for kids to go out and get candy and have fun. Alot of really stricked Christians do not let their kids go trick-or-treating.

Most normal folk do not swallow Satan, Devil, Demon, type nonsense. This is due to them having attended school,and gaining a grip on REALITY!

Some Christians don't believe Halloween is wrong.
As far as me, my daughter doesn't do Halloween, in fact she tells me it's wrong. gotta love it.
