My question is, do you want all over curl, or tamed and sleek curls.
Curly hair weighs more than straight and if you have longer curl hair (shoulder length or longer) the weight is going to elongate the curl and make it appear like it doesn't want to curl. Getting a hair cut always helps make your curl appear more curly, but remember if you cut say an inch off your hair, your curls will bounce back and make it look like you've had more taken off so be sure that you want a hair cut.
My suggestion to get sleek, sexy curls is to shampoo and condtion your hair every day, deep condtion once a week, and use no styling products - just use regular condtioner as a leave in (it doesn't take much). Let your hair airdry and you will see a lot less frizz, if any. I use Pantene Pro V Hydrating Curls shampoo and condtioner every day in the shower and after using a pick to brush my hair, I use the same condtioner again, a quarter size amount on each of the three layers of hair. I first apply it to the bottom layer while my head is fully forward, next I tip my head so my hair falls all around (think Cousin It) and lastly is the top layer which also involves my head all the way forward. I just scrunch the condtioner in and air dry.
As for highlites, lightening curly hair can be a tricky thing since curly hair is also more pourous than straight hair do to the way the hair shaft "layers" lay (ie they pinecone instead of lay flat) so it soaks up more dye than straight hair, on the other hand curly hair loses dye quicker also because of the same reason. This makes the strand more fragile and low peroxide is a necessity. In order for highlites to really show up in curly hair, they need to be fairly large (depending on the size of your curls), anywhere between 1/4 inch to 1 inch in size. You will have to request this at a salon since the trend in highlites is very small layers on top of very small layers.
Brown hair (luckily) looks great with most every color. Carmel to Honey blondes are easier to achieve on brown hair than platinum. They look better too. You might want to think about getting some reddish copper highlites, they look beautiful.

A lot of people have hair that doesn't really work with them. Try a new shampoo/conditioner, and rinse it out with VERY cold water, and add a frizz serum to wet hair, it should help. If you blow dry your hair, use a ceramic blow dryer. Find a new way to style it, add some curls or root lifter near the top of your hair to make, or try straightening all of it.
And any type of hair looks good with highlights, if you have brown hair, you can get so many different colored highlights. If you want it to be a natural look go for a light brown or honey colored highlights. Blonde highlights can also look good as long as you get a shade that goes well with your brown color. Have a hairdresser help you out with picking the colors.

I have long dark curly hair (like you) - I had highlights put in - they were red and a little dark blonde - seemed ok. You could really tell when I straightened my hair but it depends on where you place your highlights and how your curls fall. To me it wasn't worth the money to get them done again - so I just stick with coloring one solid color!
As for the straight on top - try and have them texturize your hair (if you have thick hair) it will lighten up your hair and it won't be as weighed down so it the curl will bounce back up. I have to have my cut in layers otherwise the hair gets so heavy that it straightens out on top!

I think you should deffinately get a good layered cutt, not only will it balance your curls out, but it will stop the frizz. As far as highlights go, do highlights, not streaks, and if you have brown, go for a caramel, color, don't go too drastic or your hair will look dry with really light highlights.

My hair does the same thing if it gets longer than shoulder length. I keep it just above, and it's great. But if I skip a shampoo and conditioner for even one day, all bets are off. Deep treatment every other weekend, too.
Curls are great, but the maintenance sucks.

I would go for conditioning, then shampoo, then conditioner. Leave in hair for a few min. then rinse half way out. Pat dry then put in a good leave-in conditioner. When styling everyday put the leave in conditioner into the routine. I would probably go with low-lights, making your natural hair color the high light. Start out simple while you train your hair to look nice and act right then go for it.

i have curly frizzy brown hair too and i havent been able to do anything with it for ages, bt i finally found this really good product...pantene leave in conditoner...it makes your hair look so nice and feels so soft...gets rid of frizz totally and it cheap.
for your hair colour i think brown goes nice with a bit lighter colour over the top of it...

I have curly dark brown hair, and its as stubborn as you say yours is....since mine is darker, i found that light colors look perf....you should go to a professional store like Sally's and ask, but I would say like either a red or a blonde would look really nice

i hav a frnd who has de same kinda hair id say de-frizz it nd make it shorter curly short hair looks cool(up to ur shoulders) BUT u wouldnt want to highlight it trust me!!!! a frnd has done it b4 nd da next day she undid it cuz am not really a fan of highlights (its jst wat i thnk) specially if u hav dark hair but if u insist on highlights den don use light colors such as blonde!! plz!!! it wont look gd!!!

i love my hair instantly. however many times its fine to have curls each and every as soon as and a even as. for tuition i straighten it day-to-day. and might be as soon as each and every week or 2 i curl it for an afternoon or so{:
