A good tattoo artist can make the experience less painful. But as to the where it hurts the most, that's a big debate between people. I know of one spot that I have never heard anyone say it did not hurt, and i have one there as well(I don't recommend getting one there) is the rib cage. The area I know hurts the least(from listening to many people say so) is the outter upper arm! So that's my advice :)

It will depend on where you put the tattoo. None of mine hurt, but the big one across my back hurt somewhat when it was being done on my spine. The more fat you have in the spot where you plan to get the tattoo, the less pain you should have. But, everyone has a different tolerance of pain. I have one that wraps around my upper arm, and it didn't hurt much at all, but then again I guy I know had one in the same place and he said it hurt like heck.
