Over the past 2 weeks, my male dog is never happy inside or not, nothing has changed in his life. But lately, he will come inside, sit literally on his butt stick his head up in the air and the red "thing" comes out..What is up?

How old is he? If he is a young dog then it sounds like he is going through doggy adolescence... it just happens when they are happy or excited. It doesn't seem like they have much control over it.
