I believe that Pirates Week is the best time to see Grand Cayman. In addition to the general locations to visit (Turtle Farm, Seven Mile Beach, Stingray City), Pirates Week includes a parade, street dances, and Heritage nights for each district of the island. This year Pirates Week is going to be held from November 9th to the 19th.
Hurricane season is from June 1st to November 30th. Despite the relatively recent hit by hurricane Ivan, the Cayman Islands have had very few major hurricanes in the past century. It's unusual to have a hurricane so late in the season...and storms are always tracked by modern technology. You would not be caught unaware if a hurricane occured.
If you'd like more information on Pirates Week:

Also, there are other island events to consider, including Batabano and the Cayman Jazz Fest. I recommend exploring this site for more information:

I was there around the fourth of July one year, and they have a big celebration of some sort down there. I think it has something to do with the turtles. Anyway, it was a riot!
