In the early days, there was no hell.
No original sin.
The idea that you were to pay for your sins was temporal, in the course of your life on earth.
If there is to be an afterlife, by old thought, it will be when the lord raises the bones out of the dust and breathes flesh back onto them.
All the other bones just stay buried. You just don't get into the paradise. Punishment enough.
Don't know exactly when Christians took paradise of the earth and sent it into the sky. But that shift had to have occurred before the underworld could have become its opposite.

God told Adam the punishment for disobedience was death. He didn't say you'll fry or fly, he said man would die. Hell is translated from Sheol and Hades. It means the place of the dead to which humans good or bad go when they die ( Jacob expected to go and Jesus went). Ecclesiastes 9:5,10 says that the ones who go there are unconscious, aware of nothing. Revelation 20:11-14, says when the dead come out of there then Death and Hell are disposed of. Since Revelations 21:3,4 says death will be no more, it means Hell will be no more too.

By the same time Zeus decided to deny fire to mankind and Prometheus stole it.
Let's make it clear: Bible, like all of the other religion's sacred book and legends is a collection of guidelines to lead a pacific life among human societies. Actually Bible is made from other older myths and legends from civilizations around the Middle East.
So, do not believe all in it is true. Follow the guidelines, behave yourself and enjoy life.

Nobody decided anything. Apparently one of the angels or disciples..something like that decided to take over God's place and God won...and sent Lucifer..(the Devil) into a large opening in the earth...something like that ..again. not sure of the exact fairy tale...
Devil, Hell, ... that's the best I can do.. don't believe in either
I can't wait to see the answers on this one..

The concept of Hell isn't present in Jewish doctrine, aka the Old Testament. It isn't until the arrival of Jesus where a Heaven and it polar opposite, Hell, is created.

Just a story having nothing to do with real life.
We must not be afraid of hell. But we must know what is good and what is bad. We must do good for it is good and should try not to do anything bad as it is bad not because we are afraid of Hell.
