This is often caused by sun damage. Put on lip gloss with sun protection. If the black spots get worse or change color, see the doctor.

Not that I'm aware of, but it will tarnish teeth. Chewing tobacco, on the other hand, may make lips a little darker. Both are bad habits and you're better off not starting. If you're already smoking, quit as soon as you can.

I don't think so but it should. It would give people more incentive not to smoke.
