There is no single age when a person's voice stops changing; everyone is different.
During puberty, girls' and boys' voices change. It seems to coincide with whisker growth in boys-- when you have to shave every day because of heavier whiskers, the voice has usually completed the change. Girls' voices typically lower in pitch around the time of their first period.
As we age, women's voices typically get lower in pitch, men's rise in pitch. This, however, doesn't happen until 60-70yrs of age.
