Don't rush things. He may want to spend more time with you then just a quick lunch. Just be patient and if you two were meant to be together then it will be. Only time will tell.

are you sure he was pursuing you? if he was and just now suddenly started backing off, maybe he met another girl. he might also be a control freak, and your act of asking him out could feel threatening to him. either way, give him a couple of days to cool off and ask him again. if he does turn out to be too controlling, don't bend your neck for him or any other man. you can do better.

this is what you should do.
because he said not enough time.. find a concert, play or sporting event that he can take you to. since you will have a couple of days to plan it out .. figure out where to eat dinner and where to eat after the event .. he pays ...
