some softwares requires specific hardware,if you don't meet this requirements,you cannot run the application.most softwares these days are compatible with newer hardwares.

Both are equally important pal.
it like two wheels of bycycle. Wont run without one of them in perfect shape.
Both have updates, developments, flaws, issues with compatibilty so thats why both are importantly judged & taken as you can go for all recent applications ( good ones i mean ) on a old junk an vice versa.

How do you want to use a computer?
Music, games, business, web access, learning, programming, etc.
This is always the first question to ask.
Once you have an answer to this question you have a better chance of choosing the right hardware.
