I don't know how old you are, but if it's more than a year, it's not a stain. It's some kind of dermatological thing. See a doctor, and cover it with makeup if you want to wear your hair up.

I had the exact same problem.Try the Visibly Even line by Neutrogena. The cleanser, toner and moisturizer. Use it on your face and neck twice daily. I use it everyday and it really works for me. After about 8 weeks you should see a big difference.

Use a cotton ball and estringent. This works good for the face and neck but keep away from your eyes and mouth.

Use a whitening mask or some whitening product, maybe they'll help.

Stain? Maybe its a birthmark. You can try alcohol or witch-hazel, but if it cannot be cleaned off, then it is probably a birthmark.

Maybe try Rubbing alcohol.My daughter use to have the same problem.It worked for her.Baby oil might work too.

Scrub! use makeup pads if you have em. Make sure you get the back of your neck! Lots of dirt their!
