I read yesterday that 1 gallon of gas will release out 19 pound of carbon monoxide/dioxide, is this true?

A car emits both CO and CO2, almost all CO2.

Strictly speaking, pounds are a unit of weight, not of mass; however, 19 pounds of mass is correct. The reason a 6 pound gallon of gasoline can create 19 pounds (mass) of CO2, is that about 13.7 lbs mass of oxygen in the air combines with the carbon in the gasoline and adds mass to the emissions.
