can a person paint a kitchen countertop? if yes what type of prep work and what type of paint??

no way, dont paint counter top, unless you plan on zero food in that area.

Bad idea to paint counter tops, unless you have butcher block tops that can be stained and sealed. Try either laminating over them or tiling them, both are cheap and will last longer than paint.

why would you want to? it is unsanitary. paint is porous. if you don't like your current countertops, replace them. laminate countertops are not expensive. i recently priced. i have a relatively large kitchen w/ a lot of counter space and it was under $1000

Not a good idea my dear....If I were you...I will wait until i save money to replace it.
really...If you do that i'm pretty sure you'll regret it.
wont look good at all.
