No it is not a good idea.
First, raccoons can carry rabies, and any raccoon bold enough to come up to a person, especially during the day time is suspect.
Also, the more you feed the raccoons, the more aggressive they will become (the same as feeding wildlife in a national park.) Essentially you are training them that if they come up to you, they will get food. If for some reason you don't give them food one day, it could get ugly.

No. It's not a good idea to feed wild animals. They will become too familiar with humans and associate them with food. Raccoons can be quite vicious. Some carry rabies and many carry a potentially deadly roundworm parasite.

I don't know about LA, but here in DC we have a serious problem with rabid raccoons in our urban environment. They are usually pretty reticent around people and when not may have rabies. I'd be very careful about approaching any wild critter that appeared to be fearless of humans.

I would keep a pretty good distance from them. Raccoons are known to be quite fierce.

No, they could go ape sh!t on your as$ one day and come at you like a tornado of teeth and claws. You'll be scarred for life. Trust me.
