I live in TX, and the blade isn't sharp at all. It is just a piece of rounded metal with holes in it.

Probably not, but each state writes their own laws. It has no edge so it isn't a knife, but it might still fit some description of an illegal weapon under statute. Some are so poorly written that it might be illegal to carry a baseball bat anywhere but between home plate and the dugout.

Can't tell -- does the knife have a sharpened edge? If it does, I can say with 99% certainty that it's illegal in every state in the union to carry such a knife. If it doesn't have a sharpened edge you're OK, but you should DEFINITELY tell a police officer that you're carrying one if he/she has probable cause to search you.

In Canada they are considered a prohibited weapon and are illegal (like nunchukas, switch blades, brass knuckles)
