I have the starter edition of microsoft digital image but I think I am past my usage.
anyone know where i can get a free copy or a cheaper version?
I need something that allows me to clean pictures that have blemishes,etc.

The Gimp is right thing for you. It's alternative to Photoshop and it is free.
On the other side, if you need minor photo corrections and few extra effects you could be satisfied with FastStone image viewer, it's simple to use and it's free.
