If you mean do the bride and groom leave the reception last, no. The guests are supposed to wait out the bride and groom. It is bad manners to leave if the bride and groom are still celebrating. Leave when you need to, the older guests at the reception will love you for it, they can go home to bed!
When guests leave first, they are supposed to go appologize to the host, and yes, people still do observe this. But I've seen people leave to go to other parties, and just get up and go. Rude.

If there is a reception line so that everyone can get a few personal words with bride and groom: Yes, they have to stand through it until the last guest had a chance to congratulate them personally.

If you talk about the party:
No, bride and groom can leave after the cake is cut and they danced their bridal dance.
In most cases bride and groom will celebrate together with their guests pretty long. Any guests leaving before bride and groom should make their excuses for leaving early at least to the newly weds - well behaved people will as well make their excuses for leaving early to the parents of the bride.

Most bride and groom's leave after the bridal dance and the cutting of the cake. I guess it all depends on the wedding. I've been to some weddings where the bride and groom actually stayed through the whole reception and were the last to leave.

Generally yes. If the guests are lingering on extremely long and the restaurant is about to close, then the bride and groom may say goodbye to the insensitive guests and leave.

Once all the "festivities" and "activities" are over, I think it would be o.k. for the bride and groom to slip away.

The meal is over, cake has been served, the bouquet thrown, bridal dance, etc., yeah, I would say go on.

Also, be sure to thank both sets of parents and the bridal party before leaving for the night.

Oh no! We were far too tired to wait everyone out. We left two hours before everyone else left. There were more important things for us to do... :)
