I'm I'm going to Thailand for 10 days is it best to buy an unlimited pass? Do they have a 10 day pass and for how much? Also, if you buy it can you use it anywhere in Thailand?

For example, I'm going from Bangkok to Surin for the elephant festival, I think its about 250 miles, is it best to fly, can you use a skytrain, etc?

The skytrain only covers Bangkok. You can get a Skycard good for 2 years that can be refilled as used or a daily pass for 120 Baht See website for details. http://www.bts.co.th/en/ticket.asp
To get to Surin from Bangkok you could take bus or train.
By Bus
Buses depart from Bangkok's Mochit 2 Bus Terminal to Surin every day. Contact Transport Co.Ltd at Tel: 082936 2852-66 or visit www.transport.co.th for more information
By Rail
Regular trains depart from Bangkok's Hua Lamphong Railway Station to Surin every day. Call 1690, 082223 7010-20 or visit www.railway.co.th for more information.

The skytrain is only around Bangkok and this is above the city. You can buy a ticket for each trip or a card that you top up hen empty. At the end of your trip you just ask for your money back that you have not used and the deposit of your card.
Bangkok also has a underground - the MRT. Same system on the cards that the skytrain.
Not too sure about the train service here in Thailand but the bus service is really good and cheap.

Skytrain is the local version of ground transportation - the equilvalent of MRT in Singapore, MTR in Hong Kong, the Metro (Underground) in UK. It serves only major tourist attractions & shopping areas WITHIN Bangkok.
