I don't understand your question. You've asked what a civil war is, and quoted a dictionary definition that it is a war between factions or regions of the same country. That's exactly what it is. Two groups within a country fighting for control of that country. What more do you want anyone to say?

Civil war is when two different groups fight for control within a single country. Obviously you are referring to Iraq, and there definetly is war between factions there, and it's civil, but it is not a full blown civil war with two governments fighting each other. You might call it a partial civil war or "low grade civil conflict" or whatever words you think up. Call it whatever you want, it does not change what it is.
