Depending on the output current you desire and what current the +24 VDC can supply a simple 3-terminal regulator like a 7812 should do the trick. It should be able to handle the 24 V input. You may need to add a 0.01µF Cap from Ground to the +5 VDC output to dampen any oscillations. There are usually a number of cookbook circuits in the data books.

Depending on the type of power source you can usually just go to a local hardware store and pickup a step-down transformer
