I know someone who is leaving the country for vacation. If he has a green card and owes child support, will the US let him come back in?

If they arent a citizen of the US, from what I gather they can come back. But if you owe and are a citizen, you cant leave the country. They will make you pay it all the way up to current before releasing your drivers license, passports and such.

Best advice would be for him to start to pay on it, to make an effort to take care of his kids.

Actually it depends on the Child Enforcement Agency and what state they are in. It also depends on how much in arrears he has as well. In a case in Illinois a person needed a passport to go out of country on a buisness trip, but due to his arrears he couldn't even get a passport until all the back childsupport was paid. I think if this person is leaving the country and he wants to come back in he probably will have a problem IF the enforcement agency has a warrant out for him for failure to pay child support. It really just depends on his circumstances and how far he is behind in his support payments and if the Enforcement agency is pursing all avenues. In some cases I have even heard of people who were boarding planes and were in fact arrested because a warrant for failure to pay their childsupport. Hope this helps.

No, he'll be denied LEAVING the US. They'll take his Visa away. If you know the info or the county the case is in, call the CSE office and let them know he's planning on leaving the country so they can cancel his Visa before he can go.
Surprisingly, CSE doesn't check up on parents every month like they're supposed to, and unless the custodial parent lets them know, they won't do any checks to find out if the non-custodial parent is working (so they can garnish wages), or to take away licenses, Visas, passports, etc.
Unfortunately, it's up to the custodial parent to do the Child Support Enforcement's job for them if they want anything done.

What kind of craphead goes on vacation but doesn't pay child support?

Hopefully he will be denied re-entry since he has broken the law by not paying his court ordered support.

If he can afford to leave the country for vacation, he should be paying child support! I don't know if it will make a difference on his status.

A green card is a privilege, not a right. He 'can' be denied reentry if the government wants to deny him entry. However, they are more likely to want him where they can garnish his wages...

Jeez, ya figure they'd want him here so they could put him to work and get the money out of him.

Have a Nice Day!
