Yes, traffic cops use them to collect data on the average speeds of traffic at different times. There's one on my way in from work on the midnight shift the speed limit is 30 and I usually try to go as fast as possible, 60-70mph just for fun. But then again I am driving a squad car.

Yes they put those up for awhile, and when they come down, there is usually an officer working the same location with a radar gun.
So take the hint and slow down.

I love those signs! I see them as a challenge. Usually I try to get my speed as high as possible when I see one. Have you noticed that there's never a cop around when they put up those signs?

I use them to determine how many MPH differential I have between actual and spedometer reading (it's typically 1-3 mph on vehicles). That lets me know what reading on my spedometer is actually the limit.

Yes. There is usually one positioned on the northbound side of US 95 in Beatty, NV. I wonder if it takes your picture if you blow by it at a high rate of speed...
