Our son just turned two and I was perplexed. Would they play games? Would they be bored? Should I rent an Elmo impersonator?? I was so stressed and totally overthought it.
Just the balloons and the simple Nemo decorations we got from the party store were enought to whip him into a frenzy before any guests arrived. You don't need elaborate decor and it looked great.
We had it at our house and play-doh was the surprise attraction (not on purpose - I happened to have a new set). We have a small table and this kept them happy while people were still arriving. We had kids between 2 and 5 and this entertained the older ones.
I had a lot of snacks (goldfish, teddy grahams) and ordered pizza (HUGE hit) and got a case of juice boxes. We had various munchies for the adults.
They got temporary tattoos upon arrival (also a big hit). We played one game (pin the tail on the donkey), had a small pinata, sang happy birthday, ate cake and opened presents. The little guys loved every second of it, weren't bored, and the whole thing lasted a little under two hours. They got little goodie bags to take home.
Even if you choose to do it somewhere besides your house (don't know where you live but there are lots of indoor play places with birthday rooms), keep it simple and short. I think Chuck e Cheese might be too much and not worth it.
Save the more elaborate things (decorating cupcakes, scavenger hunts) for upcoming birthdays.

To a two year old, the park is DisneyLand. However, since it is beginning to look lot like christmas (at least in my neck of the woods) you have several other options.
As worth it as it is, you might want to go with Chuck E. Cheeses. Rides and games for your boys, as well as there guests. They even have a buffet and all, so its up to you. It might be a little pricy but its worth it if you want your boys to have a nice party.
If pizza and mice don't thrill you though, go ahead and have it somewhere else that is kid friendly. I'm sure where you live there are several other similar places to Chuck E. Cheeses.
The fall back plan would ultimately have to be your home. So if plans fall through with any other place, here are some tips for a nice time.
-Have a Theme - Every kid loves Batman, Spongebob and all the other toons you see on the television. Go with your boys' fave and work around that.
Say they like Bob the Builder:
-Go to a local store and get some Bob the Builder birthday cups and supplies.
-You and your spouse dress up like construction workers to play with the theme.
-Instead of regular tables, get some sawhorses and lay a piece of ply wood over them to add a consruction site touch to the party.
Just some ideas to ponder.
I hope I could help you out.

Why don't you just use what you have. Let the boys color and decorate the boxes. Then the empty ones you can cut holes in and tape them together and make tunnels for them to crawl through. Stack others in the corner and put games on the sides of them like pin the tail on the donkey (I know they are kinda young but they don't have to be blindfolded). It will be cute and they will have much more fun. CEC is hard will little ones that age. They don't really get the games and the area for little ones is crowded and dirty.

I'm answering as a former child care provider of 17 yrs and a mother of a 10 yr & 2 yr old (boys). It will be pointless to go to C.E.C. For one they'll be overwhelmed even more than you. Remember their attention span is about 20-30 SECONDS. I would just buy them whatever and do something they enjoy, even if it's going to the park. Even parties at that age are useless. They'll get irritable before it's time to blow out the candles. Good Luck and have fun!!!

Do you not know your children? You of all people should know what they like. Not getting them the same thing isn't good because if one is playing the other will more then likely want to play too, so there's going to be fighting with that. But honestly, you know what they like. Do they like trains? Do they like cars? Do they like a certain movie? You're with these kids twenty-four seven, walk down a toy isle and see what they like and don't like.

Chuck E Cheese isn't worth it no matter how old they are. The place is crowded, kids running around, can't keep track of the kids you brought for the party, kids get upset because one kid got a toy they wanted but they didn't have enough tickets, etc.--it's a nightmare.
How about another relatives house or rent out a room in a church or another *quieter* restaurant :-)

Well obviously they can't play any games so why don't you give the tokens to your husband so he can play MW4 at chucky and the kids can play in the jungle gym and such. Sounds like a good idea to me! If done during the week will be cheaper and quieter.

The boys will be happy with a few presents and balloons and cake. Keep it simple and just have fun...even with the boxes all over the place. Guests will understand.
