Toner takes oil off the skin, moisturizer puts oil on the skin.
Moisturizer is basically the same stuff as lotion, just formulated so that it's more gentle for the face. Toner helps you get your skin clean.
I personally wouldn't suggest using a toner if you have dry, acne-prone skin. It's for people with oily skin, and will dry you out further. Washing your face every 2-3 hours is serious overkill: morning and evening are plenty. Just clean your face thoroughly with a gentle cleanser, and use a moisturizer that says "oil free" or "for acne prone skin" "Clean and Clear" has good, inexpensive products, as does Neutrogena.
If you've got severe acne, you should go talk to a dermatologist. There's a lot of good medication out there these days.

A toner balances the PH level of the skin,as well as deep cleaning the poers. A moisturizer is put on after the toner to put back all the good oils you took out of the skin from cleansing.When you use a oil-free moisturizer it will actually helpl keep you free from breakouts because it moisturizes your skin and your skin will not produce such large amounts os sebum which is the start of the pimple.Sebum is the oil that your skin produces that causes you to get breakouts.I would recommend pro-active.Its 45 dollars for a 3 month supply,if it doesnt work they will refund your money back. I too have oily skin and pro-activ has it under control.It gives you all the right products that work as a system to clear up your skin.

One of the problems facing people with acne prone skin is that they often tend to over-wash, over-scrub their skin. Unfortunately, acne is hereditary, and research has shown not caused by the food you eat or the fact that your skin is not clean. Washing your face too often could very likely be stripping your skin of the essential oils it needs, which will cause your acne to become worse. I have eczema and suffered with acne as a teen as well into my adult years, and I can tell you from experience that so much of what is out there in the stores, if used too often, will cause your skin to be aggravated and dry. Toners are used to make the appearance of pores smaller. In other words after you have washed your face, rinsing with cool water will also achieve similar results. Toners can have alcohol in them and cause your skin to be over-dry. Moisturizers are putting moisture back into the skin, you usually want to stay away from heavily scented products as well as those containing lanolin. I have a similar skin type (very fair, freckles, oily). I havent tried any of those products, but my HG moisturizer is clean and clear dual action moisturizer. It keeps your face moisturized while helping zits and oil. My cleanser is neutrogna oil free acne cleanser (work great with zits also). My favorite crub is st ives apricot scrub (very moisturizing). I dont use masks because i find them too drying, and same goes for toners. But i find that the combination of these 3 products i use really keeps my skin clear and soft. And the great thing is that they are all low end and cheap:) They work just as good, and even better if you ask me, as expensive stuff.
