I'm trying to prep a debate case and if anyone knows what act I'm talking about anything would be helpful. One of my teachers heard about it on Fox Radio, but now I can't even find what it's called. It deals with military personnel not being able to fire at the enemy until already fired upon. Any information would be extremely helpful!!!

I do not know of any new act.
The military does have something called: Rules of Enagement
or better known as ROE/

it sets the orders for enaging hostiles in the area. Sometimes they set it as you have described to show the insurgents/enemy they do not wish to fight per se. The military does no activity go out and seek firefights with the enemy.

That is the way I understand it. But I am a 8 yr Navy vet not really a soldier.

I do not believe it is an ACT as you say. More like a change in strategy per se

Every theater of operations has an ROE (Rules Of Engagement) that details when a soldier can or cannot use a specific level of force. These ROE are determined based on the perceived threat and the purpose of us being there.

For example - Iraq has a different ROE than Kosovo, which is different for ROE for operations in the US.

Also....rules of engagement aren't the same through out...each mission, operation, task, assignment...whatever has a different set of rules for whatever assessed risk is present. Have not heard anything about an Act on the radio or in the press...

The New Act is, You have to ask the person who is trying to kill you and has already killed half your troop if you can shoot back at him or the US Goverment will put the soldier in prison or hang him for murder. Our soldiers get so little pay that their families have to get food stamps to eat. If they would keep the newspapers, TV and Radio out of the war our soldiers could be home for Christmas.

Yea my friend was talking to me about something like that. Its in the ROE. but then he was talking to me Esclation of force is something to but it has to do with check points. first one in the ground, doesnt stop one in the grill and then one in the driver. all to be done with the M16A2
