I had a 69 vw bug, one of the brush slots on the wiper motor failed and I tried to rebuild it. Not worth it, lived with only one speed for years, got a used motor at the junk yard and it worked great. Though the 69 wiper motor was the last rebuildable unit, you won't be able to find the parts to repair it. the wiper motor is 37 years old. Get a new one. Is it worth an hours work to find out it still won't work?

Myself, i would just go get it rebuilt at a well known starter-alternator rebuild shop. but if money isnt the issue, you are better off just to buy a new one. And to find a junkyard with anything volkswagen that old is just about impossible

you might see what it would cost to have it rebuilt, but it takes equipment and skills you don't, probably, possess to rebuild it yourself.
I don't know where you've checked, but try:
www.jcwhitney.com they have a vw section and sometimes good prices.
