Where Bethlehem is pretty much depends on your politics. It is in the West Bank, formerly part of Jordan until it was captured in 1967 during the 6 day war by Israel. Although now under partial administration of the new Palestinian Authority, Israel still maintains ultimate control over the area, hence it's official UN status as "under Israeli occupation". That is why you are getting so many varied answers.
