NO, dual citizenship is not allowed in J & K, or for that matter in any part of India. Unlike USA, India does not have a dual citizenship system(where one enjoy' s two citizenship, one of his country and the other of his state/province).

Dual citizenship does not allow in India but as a matter of fact In Jammu and Kashmir have allowed dual citizenship.

Not at all.Some of them might have duel loyalties but not duel citizenship.Terrorists sent from across the border are not Indian citizens.Indian Kashmirs are Indian citizens only.
