The Canon 20D/ 30D and Nikon D200 hit 5 FPS. These cost $1200 and $1600 without a lens. Both brands make a fantastic 70-200mm f/2.8 zoom lens for around $1600. (The D80 is a great camera for $1000, but it only manages 3 FPS)
8 FPS is possible, but only with professional models such as the Nikon D2X and Canon 1D Mk 2 N, or with the 35mm film models Nikon F6 and Canon 1V (10 FPS, so you'd blast through a roll of film in 3.6 seconds).
Your friends are right, 8 FPS would be great - but you can forget about cheap.
