What can we do to improve it?

It's not working because it wasn't written by educators. It was written by beaurocrats.

The only way to fix the educational system is to let educators write the laws. Not the beaurocrats.

Greetings!

Education in America has long been one of those political staples while running for office.
For example Staple #1 Cut Taxes, #2 Safer Streets, #3 Education.
When it comes to implementing or financing those areas the money or the plan is never forthcoming.
This particular program is not new, only the name is different. It is a variation of a failed program called QIE (quality in education) which took place just before the Magnet School fiasco.
The QIE warranted that instead of grades or grade levels there would be steps. No child could move to the next step without mastering the previous one.
The truth of the matter is the US has never ranked even close to foreign schools, and will never rank near them.
Governments that dumb down their populous usually are strong governments. You know, like US.

We can't improve the program because it is a scheme. But we could spread some money around and that is what is happening. How do you think so many companies are able to make such large political donations?

Anyway when I taught, the first day I would give my students the best advice possible, so you are welcome to take it for what it is worth.
I as a teacher promise I will not send you home after this semester, any dumber that you showed up here today. And, as long as there are books and the Internet and you know how to read, you are in control of your own destiny.

Good Luck

NOPE

No Child left behind allows for children to leave school districts that test below acceptable increases in test scores. Once the child leaves he/she can enroll in surrounding districts. This many times causes other districts test scores to drop, causing a problem with another district's population. It is also a very bad policy because each school district must continue to improve yearly, even if they are already at or above the average score for school district's nationwide. These scores are also broken down into subgroups by gender and nationality and if one of the sub groups do not score high enough the school is looked at as failing.

It is one of the most irresponsible policies ever created. The intention to create a better school system is great, but it is not responsible to take failing kids from one school district and move them to another, believing that the new district;s scores would not fall.

It works in some instances. Schools right now are really pushing for kids(all kids) to learn the basics. If you don't have the basics you can't go on, so this is a good idea. However, if you have a classroom with a high percentage of students who fall into the "need a lot of help" category, you are going to have a lot of students who don't receive much in the way of education. It's very true that you have to concentrate alot of your effort into the ones that need it the most and who are below level, but you need to spend a lot of time on all students. It's a good theory, but hard to make it work. Especially with 1 teacher to 35 students. It's simply not possible, there is not enough money in the schools to make it work.

It is good in theory, but as far as application it has it's faults, as does most laws. There's trial and error. It's good to keep teacher's accountable, but it's hard to expect complete perfection out them when they a lot of times have circumstances they can't control-- finances/budgets, parents, economical issues, etc.
