Nope. (Muslim women cannot marry a non muslim man but Muslim man can marry a non muslim women.) Seems biased isn't it? But there is a reason to this. You have to study MAN and WOMEN (behavior) individually regarding (LOVE) in (ISLAM).
I can explain but i won't cause i want you to find the ans yourself. Study the sentence and word i've just highlighted above.

I have seen and heard dramatic stories about Muslim woman falling in love with someone outside their religion. But traditionally Muslim woman are not allowed to marry a non-Muslim unless the guy would be willing to convert and it is still hard because of some arrangements like dowries and some understanding that you will not just be marrying the woman but into the family as well as some obligations have to be met.
I really do not know if there is such a thing as liberal Muslim compared to liberal Christians we very much know about.

no. they can't. probably muslim, but not mu'min (stong believer)
you see, muslims are not allowed to even touch skin to skin with the opposite sex who is not their wife/husband or their mahram (like siblings, parents, other families like cousins, aunt, etc). when a muslim woman marries a non-muslim man, their interactions is a sin. the woman is considerably commiting an adultery, which is one of the worst sin in islam.
there had been some statements that muslim man can marry a non-muslim woman. but when i asked an ustadz (islamic teacher), only several types of people can, and they are the ones that has strong believes. this is to give the man opportunity to teach and take the woman to the right path and bacome a muslim as well. i'm not really sure, though, but i hope this helps :)

A Muslim woman should marry a Muslim man. If two different religions marry it creates problems for the marriage and for the future children.

In religion wise , it is a betrayal sin for a Muslim women to marry a non-Muslim unless the non-muslim convert to muslim by testifying: There is no God except The Almighty, Allah, and I also testify Muhammad is the last messenger of God. (In Arab off course) After this testimonial, the non-muslim will undoubtedly
converted to as a muslim.
