The answer is simple - economy. Unless you want to eat the hot dogs alone, which some people do, you must buy an extra bag of buns. Therefore, the company can make double or so the amount they would have if they made the number of hot dogs and buns equal.

Because you're buying the cheap, crappy hot dogs. Get the good ones that are bigger and come with eight hot dogs to a pack. The ten-packs are 1.6 oz/dog, the better eight-packs are 2 oz/dog, usually taste better and grill up nicer.
