Well, if you wanted a serious answer here goes! Paper cuts hurt a lot because they usually stimulate a large number of skin surface pain receptors (nociceptors) in a very small area of the skin. Because the shallow cut does not bleed very much, the pain receptors are left open to the air, and this means it goes on hurting for longer resulting in continued pain. If it was paper that caused the cut then this is made worse by irritation caused by the fibres in the paper itself, which may be coated in chemicals such as bleach. Plus, most paper cuts occur in the fingers, which have a greater concentration of sensory receptors than the rest of the body.
I agree with you, they are really really painful! And when you get lemon juice in one it sends you through the roof!

Paper cuts are almost always on the finger tips or thereabouts. The thing about finger tips is that they have a very large amount of nerve endings - you know that you can feel very tiny things very easily with the fingertips and not with other parts of your body. So when you get a cut on the fingers, it involves more nerves, so it hurts more.

something to do with the concentration of nerve endings. paper cut on the lips hurt too. perhaps the body doesn't release the painkillers it does for major injury. found breaking my finger less painful than a paper cut!

because they only affect the layer of skin with nerve endings, for example, 3rd degree burns are far more 'painful' than 1st degree burns, where the skin is completely burned so too are the nerve endings, not the same for 3rd degree where only the top layers are affected.
