I'm sorry I can't answer your question very well but I know that there are states out there that do. In North Carolina, for example, you have to prove residency and identity. It would be really hard, almost impossible, in fact, to have the items on their list of accepted documents unless you are legally in the country. If you weren't born in the US or Canada then you have to have multiple things like valid passports and school records.

You don't need one in North Carolina.

It used to be you could get a driver license with a pay check stub and a Mexican Consulate Illegal Alien Card.

They made it a bit harder but you can still use a Taxpayers Identification Number (TIN) instead of a SS Number. The TIN is for foreigners who do business in the US but don't live here. It allows them to file with the IRS.

Not a one You must have SS#, proof of address. Now there are ways around this unfortunately---it's done illegally all the time with fake SS# and fake addresses. But slowly but surely this will come to a stop.
