I don't think that you should have to drop him as a client in order to have a relationship with him. Business wise, there's no need in losing money like that and as far as your personal life goes, if he makes you feel loved or cared for, why miss out on the chance for your happiness? The two of you should be able to separate business from personal, but if it's not possible, I say keep him as a client and date others.

you are doing the right thing keeping business and private separate --- there is no need to change anything at the moment

if he does not like paying FMV then perhaps his motives need to be examined

You've really put yourself in a bad position. You should never mix business and pleasure. It opens you up to lawsuits and harassment charges. If he doesn't like something you do, he can always say he had no choice because you were sleeping together.
