That's great you want to send a care package. If you don't know of any soldier specifically, then I suggest going to AmericaSupportsYou.mil. The link below is the page that give you a ton of different groups you all can pair up with to send it.

No because you ship to an air base number. It is the same as shipping on a local level. The military uses an APO number. Get the APO number and then you can ship it there. It can only be shipped by US Postal. No other carrier ships to an APO number.
I know this because my brother works for US AID. They use the same shipping method to get to the US Embassy in any country. The shipping is reasonable and it takes a while to get there sometimes two weeks some times a month.

I send a lot of packages overseas to the troops and I generally use the flat rate priority boxes. They cost $8.10 to ship, but you can pack as much as you can up to 75 pounds in there. The boxes are free at the post office (which also saves $$ on materials). I stuff them as full as I can, just to get my money's worth. :-) They have two different sizes available for you to use. You will also need to pick up a white customs slip to fill out.

It usually works out cheaper than sending a heavier packager first class. I guess I should mention that you pay US postal rates to ship to soldiers who are deployed, not international rates.

Good luck and thanks for supporting the troops.

If you live near a Miltiary Installation, you can get it shipped overseas for free. Taking it to the Public Affairs office will get it shipped as offical mail and then free.

no, its relatively cheap. you will ship to an APO number, which is a zip code in the US. All you have to pay is the cost to ship inside the US to that zip, then the military takes it from there.
