Once the cold sore has healed and is no longer active you can have oral sex. Why not use a condom or a dental dam depending on your sex just to be on the safe side when giving oral sex. With kissing you should be fine once the sore has healed.

If it is fully healed then you are not contagious and cannot spread it to anyone/anyway.
If it is not fully healed, then you can spread it through kissing AND with oral sex. In fact, oral sex would likely spread it to your sexual partner who then might easily infect you with genital herpes.
