"Je t'aime", a contraction of "Je (I) tu (you) aime (love)". This is the "familiar", non-formal form, but I'm not sure if they ever use the formal version, "Je vous aime', which sounds weird....you'd use that, I suppose to state your intentions to someone to whom you were subordinate or didn't know that well.
In English, we don't have a formal version of "you" anymore, but it used to be "thou". In German, (French probably has something like this too) when you get to know someone better, such as, right before you say you love them, you ask if you may address them as "du" rather than "Sie" (the formal): "Darf ich Ihnen duezen?" (May I call you you(familiar)?"

As answered by others, the correct translation is "Je t'aime". The only time I could imagine someone saying "Je vous aime" would be when speaking to a group of people, such as if you were talking to your whole family. (You wouldn't normally use "vous" when telling one person you love them, because if you about to say something like that, you must be on informal terms, don't you think?)

SieglindeDieNibelunge is right. We do not, however, use "Je vous aime". You would only hear it in movies, because in real life, you wouldn't actually say to someone "I love you" unless you know that person enough so that you don't have to be this formal.
We do use "vous" instead of "tu" when you need to be more formal/polite. It is a hierarchical thing.

In French "I love you" is : Je t'aime
I used to live in Montreal, Quebec and I heard those french words a few times while I lived there. :-)
