Isn't that just a tiny bit illegal. And if not illegal, then immoral.

Of course laws differ from country to country. If the photographs aren't being used to sell a product or service and haven't been taken surrepticiously by the photographer while tresspassing, they are fair game!
So long as they are not used in a "Pepsi Commercial", or printed on a Pepsi carton,no harm no foul, no payment, no model release.

It's not legal to do so UNLESS the photographer obtained a release form from the person in the picture. If the pictures were taken in a public place while that person was out in public, then the photographer can do what they please and they can copywrite their photos.

Depending on the laws of your country it could be illegal to display pictures without prior approval especially of young persons (no adults). I believe that there is always the risk for a legal claim, case they discover that their picture is displayed without their approval.

If you do not have a release from the person you don't. If a face is identifiable you must have a signed release. If they find out you profit from their image without a release, you will be sued.
