Tell her on Email or by text, that way you may not have to see the look of horror or disgust on her face, unless she does like you...
Only tell her once though, and wait to see if she says anything, if she doesn't then you will know...

Surely the answer is in part dependant on the type of person she is! ...along with age and just what you mean by you use of the term 'fancy her'?
Should you simply 'tell her over a drink,' would she run!
If you bought her flowers would she respond to that? ~ in a positive way ~ in romantic way?
In many respects, the old fashioned way of 'courtship' has much to be said for it. It can make the going easier, and the running away when she figures out what you are really like ....or allows you to do the same when you find out about her too.

Lol my friend did it to another friend during a movie, just turned round and told her he loved her, was weird for a few days but they've been going out for 2 years now so give it a go!

It's always easier to tell him/her online because you can think about what you want to say before you say it, and she can take her time to respond. Consider e-mailing her and asking her what she's up to this weekend, if she wants to catch a movie or have coffee.
