whats an error 1601 and how can i fix it

Error 1601 or 601.
Error 1601 is about either MSI installer error or disk error when installing a MS Office update or Error when installing Live Messenger, etc, most of which seems unrelated to ability to download.
While one of the definition of error 601 is about invalid port handle. Port is related to networking and downloading.
OK, first you should tell us what programs gave you the error code, is it IE or the website or Windows or what is it?

This error occurs when the Microsoft Windows Installer Service has been corrupted on the system. The Windows Installer Service is considered a core component of some Windows operating systems (Windows XP and later). If a core operating system component is corrupted, in some cases, the issue can only be addressed if the operating system itself is repaired or reinstalled. Have you recently installed anything new ? It could be a Java error, this link has some information about ERROR 1601

your dialup connection does not work. You have to get the modem rechecked for its performance.
