Well, a draft would level the playing field and would democratize the military so that not just the poor and uneducated would carry the burden of fighting our wars for us. And the reality is that affluent, white kids are not enlisting- they have other options. If a draft comes back, just see how fast the middle class republicans will demand that the war be over. They don't want to lose their "precious" yuppies to be. To answer your question though, no- I don't think the draft is coming back. It would be political suicide for both parties if they suggested that..

I think the draft is the one line Bush will not cross. Having an all-volunteer military gives Bush the cover to run these poor kids through the meat grinder as much as he wants. "Don't like multiple tours in Iraq? Well, you should have thought about that before you were poor and had no other option to pay for college."
Also, that would imply that Bush cared about fighting or winning this war, when it's clear that he does not. This is about bankrupting the country and transferring as much wealth and power as he can to his cronies.
