The 7 branch lamp is called the Menorah and was commanded to be built in the old testament. It stood in the Tabernacle and later in the Temple in Jerusalem.

The 9 branch lamp is used in commemoration of the miracle that supposedly took place during the story of Hannukah. When the Jews recaptured the Temple from the armies of Antiochus Epiphanes they went to rekindle the 7 branch Menorah but only found enough oil to burn for 1 day. According to the story the 1 vial of oil miraculously lasted for 8 days. So, in remembrance of that Jews today light a 9 branch Menorah at Hannukah. 8 branches for the 8 days the oil lasted and the 9th branch (which is usually raised a little higher than the others) is called the shamash or servant candle and is used to light the other 8.

Both. In the temple worship they had a lamp with 7 on the arms to light the Holy place. The 9 Arm one is use for Hanukkah.
