While the advices given by all the answerers is appropriate none of them have emphasied on conversation. Go on speaking in English. Never mind if you are wrong in syntax or use of proper words. People are kind and they will put you right in mild tones. The Punjabis in India spoke atrocious English at one time but now they do it perfectly. While studies must have helped them along it is their insistent use of English conversation which must have been a greater factor.The various Schools of Languages emphasise this aspect of commuication. If you had gone through the questions asked in Yahoo answers you must have observed that depite all admonitions the spelling errors continue. But the very persistence in asking questions that matters. The English can take care of itself. The person to whom the question is addressed interprets the question and answers occasionally with a mild remark about the spelling errors.Had the questioner fought shy of paraphrasing his question in King's English perhaps the quetion would never come to have asked. Your question was one such.

if u have books or the english news paper. go through all that whether u understand or not. take the meaning of entire sentence. then automatically u find the meaning of words which u dont know. or u can take help of dictionary also. having all the meaning from the sentence read the sentence again.
if u dont have books buy few. read it on daily basis. buy books which explain everything in ur mothertongue that will help u grasping the things very fast.
Try to communicate with ur friends whether they know english or not. these way u can use the words which u try to learn while speaking. Gradually it will become ur habit & words will come automatically while u need it. Dont fear that somebody will point ur mistakes. let them point out. these is going to be learning exercise for u. think while doing study why & where somebody point out ur mistake. try to see the solution from the books available. after doing correction repeat that sentences again. nowonwards making of mistakes will be very less. u will gain confidence.

this way just go on .... go on.....& follow it word to word... take it from me u r going to be the best speaker in the language.

Watch tv programs, listen to the radio, read books, and most importantly, talk with the native English speakers. That's what I'm doing now. Just don't be shy.

1. Watch the news every single day; also watch good TV shows and talk shows as well;
2. get a good grammar and do a lot of written exercises;
3. if you can, get a tutor;
4. try to learn at least a few words a day; keep a record of them;
5. record yourself; then, listen to your own voice and try to top yourself each day;
6. keep practicing;
7. never give up.

Read English language newspapers. Presumably you follow the news in your native language so you will know something of what the stories are about.

Check with your local community education department, they usually have adult classes. There are also college classes for English as a second language.

CONVERSATION - Listen to or watch talk shows. They deal with 1 subject and that helps you understand the conversation even if you miss some of the words.

get a dictionary and read it
fin d out da meanings
record ur voice ( in english) onto a tape, and play it back 2 ur self

If you don't want to take any schooling for it, you should watch television. You can pick up how a word is pronounced, speech patterns etc..
