I agree with the bad ignition switch. I don't know what year it was but there was a recall on the switch for my 97 jetta. Check here to see if your car is listed:

Try WD-40 in ignition lock (put it in through the key slot). If it doesn't free up the innards of the lock, you will have to change it. The tumblers are bent or broken in the "lockset", and are dragging in the lock cylinder. If they are bent or "gummed up, - the WD-40 may lubricate them enough that they work normally. If this doesn't do the job, you are going to have to change the lock-- "lockset/tumbler assembly". Don't get the lock assebly confused with the ignition switch, - they operate together, but are two different assemblies mechanically connected!

Unfortunately you are going to have to remove the steering wheel, - unless it is located down near the dashboard on a "stem" that sticks out from the steering coulmn (like my 80s Rabit). If the lock is still working enough, some locks can be removed with the right key in them , - making disassembly not required!

sound like a bad ignition switch...if your car is under warranty, take it back to the dealer for repair, otherwise, take it in to your local mechanic and get it looked at / replaced. it shouldn't be too expensive, and it's certainly better than jumping it out every time you need to go anywhere. good luck.
