Best rifle for what? Target? Varmint? Plinking?

It really depends on what the rifle will be used for.

Personal preference, but if you are not going to get into shooting in a super serious way, I would stick to Remington. After that, there are several top notch rifle manufactures such as Winchester, H&H, Sako, Ruger, that all compete as s"best"

Caliber wise, to learn shooting a 22 is fine, but you might want to go up to a 22-250 for longer range practice.

Hunting wise, up to a 22-250 is fine for very small game, i.e. rabbits or smaller. Mid-range your best bet is a .243 as there are so many rounds chambered for it that you can make a lot of choices, with animal sizes up to a small antelope or deer. After that, my suggestion is either a .270 or 280 which are both deer rifles but still have extremely good shooting characteristics.

It is all a matter of personal preference, and recommendations from others. Remington and Rugers are some of the best.
