I think it is because the eyes and nose are connected and when you look at light the tear ducts make the eyes produce more 'water' and the extra moisture in the back of the eyes and nose speeds up the process of the sneeze

The nerves from that part of the face are connected.

Try rubbing your eyebrows to bring out a sneeze - also hurting your nose can make your eyes water.

i think i read it somewhere, sometime...that light, specially sunlight becomes a decongestant specially when looked at. it opens up or widens or decongests the air passages...that is why when we feel a sneeze coming, we look at lights and after a sneeze, we usually feel that we can breathe easier and clogged nose clears up...hope i got this right...
