I'm too shy and rather scared. Don't know what a stare is supposed to mean. Why do guys stare at a girl?

at the very least he finds you physically attractive.....which means theres a good chance you could make him yours...........
if you like him...stare back!!! lol.......flirt with him a little....give him some eye contact at least.....lick your lips....whatever....just let him know youre interested and available......
its not wrong to make a move for someone you like.....if you can work up the courage go for it!!!! this is a real turn on and would probably boost his confidence....it feels really good for a girl to come after you!!!

A stare can mean so many things but when he stares so so much at u,then i guess he's trying to get ur attention.N there's nothing wrong in a girl making the first move if the girl thinks its worth it.Why dont u try being friends with him and see how that goes, that way u wont be dat scared and shy.Give it a try.Goodluck in watever u decide.

I think he likes you, but he is only shy to tell you. I would advice you come over your shyness and make a move because if the both of you are shy then how is it going to work.
