I am going to assume you are doing genealogy research on this person.
You can get their birth certificate if you are related. From there, you can tell who their parents are, where they are from, and when they were born.
You could hire a private investigation firm if the person is living, they will want to know your motive. Here are some sites.

You are not specifiying whether or not the person you are seeking is alive or dead. If they are alive, then placing your question in the "genealogy" section is a bit pointless, since most genalogists are concerned with the deceased and the past, and not the present.
There are laws againts finding out as "much details as possible" about someone, even as comparivively recently as the 1920s and later, with many personal records subject to a 30 year/75 year/100 year disclosure rule and/or the Data Protection Act.
There are ways of finding out about the living, such as paying for access to the elecoral roll, but broadly speaking the only people who have free access to everything about everyone are the police and other law enforcement agencies. Employment records and the like are closed to access, except for military records, though only to recognised 'next of kin'. If you want to stalk someone then your best bet is a private detective agency, though I would hope that no reputable agency would go near you without a very good reason.
Birth certificates, Marriage Certificates and Death Certificates for anybody can be ordered easily enough online via the General Register Office provided you know the correct details from the indexes (this is where ancestry.co.uk comes into play), but they can only really give the outline of somebodys life and times and never absolutely everything.

Go onto google and write in geneology. There are many sites that are free. When you find one, go in with name, date and place of birth. This should at least get you close to the last name of the person. With luck you'll be able to find birth and death records.
If you are in the city where this person was born, you could go to the court house but you would have to pay for birth and/or death certificate.

You can also use any search engine and run their name but just be sure to put quote marks around the name such as "Betty Boop" when you do it.

You could try typing their name in and doing a google search. Or you could try a website called www.ancestry.co.uk you do have to pay but they're service is pretty good and they normally have free trials.
